New Five-Year Goals for High-Quality Development of Rural E-Commerce Have Been Announced.

BEIJING, March 13 (Xinhua) — By reporters Xie Xiyao and Pan Jie: The “Implementation Opinions on Promoting High-Quality Development of Rural E‑Commerce,” jointly issued recently by nine departments including the Ministry of Commerce and the Cyberspace Administration of China, were made public on the 13th. The document sets out a plan to cultivate, over the next five years, approximately 100 leading rural e‑commerce counties, around 1,000 county-level digital distribution flagship enterprises, roughly 1,000 county-level livestreaming e‑commerce hubs, and about 10,000 rural e‑commerce leaders nationwide.
The proposal calls for, over a five-year period, the basic establishment of a rural e‑commerce service system that is well‑equipped, features active market players, ensures smooth circulation, and delivers efficient services. Nationwide, it aims to cultivate approximately 100 “leading counties” in rural e‑commerce, further strengthening the sector’s role in boosting rural industries. It also seeks to nurture around 1,000 county‑level digital distribution flagship enterprises, while achieving phased progress in the digital, networked, and intelligent transformation of traditional commerce and logistics firms. Additionally, the plan envisions developing roughly 1,000 county‑level live‑streaming e‑commerce hubs, thereby elevating the level of live‑streaming e‑commerce adoption. Finally, it aims to train approximately 10,000 rural e‑commerce leaders, further enhancing the capacity of rural e‑commerce to drive employment and entrepreneurship.
The guidelines address six key areas—establishing a multi-tiered, integrated rural e‑commerce service platform; accelerating the development of a modern rural logistics and delivery system; fostering diversified, new‑type rural e‑commerce entities; elevating the industrialization of rural e‑commerce; launching diverse promotional campaigns for rural e‑commerce; and consolidating and expanding the outcomes of the comprehensive demonstration policy on bringing e‑commerce to rural areas. On this basis, they propose 14 specific policy measures, including building county‑level livestreaming e‑commerce hubs and cultivating digital consumption scenarios in rural areas, with the aim of driving the transformation and upgrading of rural commerce and distribution enterprises, promoting the all‑round, end‑to‑end integration of e‑commerce with the primary, secondary, and tertiary industries in rural areas, and constructing a collaborative, innovative, and efficient rural e‑commerce ecosystem. The guidelines also strengthen the work‑guarantee mechanism by enhancing overall coordination, providing robust supporting measures, and innovating regulatory approaches, thereby ensuring tangible results.
