The nineteenth meeting of the Chemical Review Committee of the Rotterdam Convention (CRC19) and the nineteenth meeting of the Persistent Organic Pollutants Review Committee of the Stockholm Convention (POPRC19) were held in Rome.

　　The nineteenth meeting of the Chemical Review Committee of the Rotterdam Convention (CRC19) and the nineteenth meeting of the Persistent Organic Pollutants Review Committee of the Stockholm Convention (POPRC19) were held back-to-back in Rome, Italy, from 2 to 12 October 2023.
　　At its 19th meeting, the CRC reviewed and adopted draft decision guidance documents on methyl bromide and paraquat, deciding to submit them to the Conference of the Parties for consideration and recommending that the COP list methyl bromide and paraquat in Annex III to the Convention. In addition, the Committee examined final regulatory action notifications concerning mercury, arsenic pentoxide, chlorobenzilate, chlorpyrifos, ethion, naphthalene, thiodicarb, malathion, and parathion. The Committee concluded that the final regulatory action notifications on mercury and chlorpyrifos submitted by two regional groups met the requirements of the Convention; the notification on arsenic pentoxide and chlorobenzilate submitted by one regional group also complied with the Convention’s criteria. However, regarding the compliance of the final regulatory action notifications on ethion, naphthalene, thiodicarb, malathion, and parathion, significant disagreement remained within the Committee, prompting it to defer their consideration to the 20th meeting of the CRC. Given that the notifications from two regional groups already satisfy the requirements, the Committee will prepare draft decision guidance documents on chlorpyrifos and mercury during the intersessional period. Should these draft guidance documents be approved at the next meeting (CRC‑20), the Committee will recommend that the COP include them in Annex III to the Convention.
　　The POPRC19 meeting reviewed and adopted the draft risk profile for chlorpyrifos, and the Committee decided to prepare it during the intersessional period. Pesticide The draft risk management evaluation was reviewed at the POPRC‑20 meeting. The meeting adopted the draft risk management evaluations for chlorinated paraffins with carbon chain lengths in the C14–C17 range and a degree of chlorination equal to or greater than 45% (by weight chlorine content), as well as for long-chain perfluorocarboxylic acids, their salts, and related compounds. The Committee recommended that Parties provide additional information on specific exemptions for the production and use of these two chemical groups and reconsider this issue at POPRC‑20. The meeting also considered technical matters, including the workplan on persistent organic pollutants in stockpiles, products, articles in use, and waste; the draft on long-range environmental transport; and the indicative lists of substances covered by the inclusion of perfluorooctanoic acid, its salts, and related compounds, as well as perfluorohexanesulfonic acid, its salts, and related compounds.
　　More than 200 participants attended the meetings, including CRC members, POPRC members, observers from both Parties and non‑Parties, representatives of the Convention Secretariat, as well as stakeholders from industry, academia, and civil society. Li Cangmin, a senior engineer at the Ministry of Ecology and Environment, served as China’s nominee to the CRC, while Professor Hu Jianxin of Peking University was China’s nominee to the POPRC; both attended CRC‑19 and POPRC‑19, respectively. A Chinese delegation comprising representatives from the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs also took part in the sessions, with Senior Agronomist Wu Lihui of our institute attending throughout.
