Please note: The pesticide catalog has been updated in the “Guidance Catalogue for Industrial Structure Adjustment (2023 Edition, Draft for Comments).”

On July 14, 2023, the National Development and Reform Commission publicly released an announcement soliciting comments on the “Guidance Catalogue for Industrial Structure Adjustment (2023 Edition, Draft for Public Comment).” The period for submitting comments is from July 14, 2023, to August 14, 2023. The catalogue’s provisions primarily relevant to pesticides are as follows:

Category I: Encouraged Items

I. Agriculture, Forestry, Animal Husbandry, and Fisheries

13. Green Agriculture: Demonstration and application of fully biodegradable mulch films and high‑strength, easily recyclable mulch films; risk management and remediation of contaminated farmland; development of high‑quality, safe, and environmentally friendly agricultural inputs—including feed, feed additives, fertilizers, pesticides, and veterinary drugs—that meet green, low‑carbon, and circular‑economy standards, as well as food additives permitted for use in the production of green foods; development and application of monitoring technologies for agricultural products and their production‑area environments; and development and application of technologies for the harmless treatment and value‑added utilization of organic waste, along with the industrialization of organic fertilizer production.

XI. Petrochemical Industry

3. Pesticides: Development and production of new pesticide varieties, novel formulations, specialized intermediates, and adjuvants that are highly efficient, safe, and environmentally friendly; synthesis of chiral and stereoisomeric pesticides via targeted synthetic approaches; and the development and manufacturing of new biopesticide products and technologies.

42. Environmental Protection and Comprehensive Utilization of Resource Conservation

8. Waste Recycling: …… Recycling of agricultural and forestry waste such as crop straw, livestock and poultry manure, and pesticide packaging; biomass energy technologies and equipment (for power generation, heat supply, oil production, and biogas). Category II: Restricted Items

IV. Petrochemical Industry

8. Production facilities for highly toxic, persistent, or otherwise environmentally harmful pesticide active ingredients— including omethoate, terbufos, methamidophos, methyl bromide, aldicarb, temephos, carbofuran, sodium diphacinone, diphacinone, warfarin, brodifacoum, botulinum toxin, buprofezin, aluminum phosphide, organochlorine and organotin insecticides, mancozeb‑type fungicides, sodium (or potassium) nitrophenolate, metsulfuron‑methyl, phorate, dimethoate, fipronil, thiodicarb, flufenoxuron, fenvalerate, acephate, carbendazim, and daminozide—

9. Production facilities for glyphosate, chlorpyrifos, triazophos, paraquat, chlorothalonil, abamectin, imidacloprid, acetochlor, chloropicrin, metolachlor, 2,4‑D, acetamiprid, thiamethoxam, atrazine, butachlor, dichlorprop‑P, ametryn, dicamba, diquat, glufosinate, fenoxaprop‑P‑ethyl, mancozeb, trichlorfon, triadimefon, propiconazole, iprodione, paclobutrazol, and lime sulfur.

Category Three   Phase-out category

I. Outdated Production Processes and Equipment

(4) Petrochemicals and Chemical Industry

7. Sodium‑based paraquat production process; trichlorfon‑based dichlorvos production process; manual packaging (filling) processes and equipment for small‑packaged pesticide products (1 kg or less); Raymond mill‑based production of powdered pesticides; and facilities for producing pentachlorophenol (sodium) using hexachlorobenzene as a raw material.

10. Chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs), except those used as feedstocks for downstream chemical products, as well as 1,1,1-trichloroethane (methyl chloroform) used for cleaning; carbon tetrachloride (CTC) and all products that use CTC as a processing aid; fluoropolymer production processes that employ perfluorooctanoic acid (PFOA) as a processing aid; paints containing DDT; and facilities producing dicofol using DDT as a raw material in non‑closed‑system production—shall be phased out in accordance with the national overall plan for implementing international conventions.

II. Outdated Products

(1) Petrochemicals and Chemical Industry

5. Highly toxic pesticide products: BHC, ethylene dibromide, daminozide, dichlobenil, chlorophenoxyacetic acid, chlordimeform, tetramine, fluoroacetamide, sodium fluoroacetate, dibromochloropropane, trichlorfon (Suhua 203), phosalone, monofluoroacetate, silico‑fluoride rodenticide, methamidophos, parathion, methyl parathion, monocrotophos, thiometon‑methyl (ethyl thiometon), cacodylic acid, cacodylate, and all arsenic‑based, mercury‑based, and lead‑based formulations; aqueous solutions containing glyphosate at or below 30%; thiometon‑methyl, calcium phosphide, zinc phosphide, fenamiphos, dieldrin, magnesium phosphide, thiophosphates, fly‑killing phosphates, trichlorfon, terbufos, phorate, 2,4‑D butyl ester, methyl isofenphos, amidosulfuron, nematocide, nonylphenol (as a pesticide adjuvant), dicofol, chlorosulfonyl, and aminosulfuron.

6. Products to be phased out in accordance with the national overall plan for implementing international conventions: chlordane, heptachlor, methyl bromide, DDT, hexachlorobenzene, mirex, lindane, toxaphene, aldrin, dieldrin, endrin, thalidomide, fluometuron, chlordecone, alpha‑hexachlorocyclohexane, beta‑hexachlorocyclohexane, hexachlorobutadiene, polychlorinated biphenyls, pentachlorophenol, hexabromobiphenyl, tetrabromodiphenyl ether and pentabromodiphenyl ether, hexabromodiphenyl ether and heptabromodiphenyl ether, hexabromocyclododecane, perfluorooctanesulfonic acid and its salts, perfluorooctanesulfonyl fluoride, perfluorohexanesulfonic acid (PFHxS) and its salts and related compounds, perfluorooctanoic acid (PFOA) and its salts and related compounds, decabromodiphenyl ether, short-chain chlorinated paraffins, pentachlorophenol and its salts and esters, and polychlorinated naphthalenes (with exempted uses classified as restricted).
